California's Comprehensive Sexual Health HIVDS Prevention Instruction Act: A Detled Overview

The California Healthy Youth Act was enacted on January 1, 2016. It amalgamates sexual health education and HIVDS prevention instruction into a single comprehensive program. The act ensure that all students receive knowledge necessary for safeguarding their reproductive health from uninted pregnancy, STDsHIV infection, as well as promoting healthy attitudes toward personal growth, relationships, marriage, and family.

The five primary objectives of the California Healthy Youth Act are:

  1. To equip students with information about sexual health and HIV prevention to protect themselves.

  2. To provide students with knowledge for developing positive, normal views on sexuality as part of development.

  3. To ensure students receive integrated, comprehensive, accurate, and unbiased education on sexual health and HIVDS prevention from experienced educators.

  4. To provide students the necessary skills to have healthy relationships through understanding marriage, family dynamics, ger, and sexual orientation.

  5. To prevent the spread of HIVDS and other STIs among youth by providing them with the requisite knowledge.

This act covers 'Comprehensive Sexual Health Education' development and sexuality, including pregnancy, contraception, and STDs and 'HIV Prevention Education' knowledge about HIV, DS transmission routes, reduction strategies for infection risk. The law requires schools to offer these subjects at least once in middle school and high school.

California Education Code sections 51930–51939 provide specifics of this act. Under California law, abstinence education needs to be integrated into comprehensive sexual health classes, but it cannot serve as the sole instruction method.

The following content does not qualify as Comprehensive Sexual Health or HIV Prevention Education:

1 Descriptions or illustrations related to reproductive organs found in approved textbooks without additional elements from these educational domns.

2 Discussions on ger identity, expression, sexual orientation, harassment, bullying, and relationships that do not address reproductive anatomy or function.

California Department of Education CDE for guest speakers under EC Section 51936. All outside consultants and guest speakers should have expertise in comprehensive sexual health education and HIV prevention education and knowledge of the latest medically accurate research on the relevant topics covered in instruction.

, however, that this chapter does not apply to textbooks or instructional materials including descriptions or illustrations about reproductive organs if they do not cover other elements of comprehensive sexual health education or HIV prevention education.

These resources provide detled information about requirements, curriculum guidance, data funding, instructional resources, parent notification procedures, teacher trning opportunities, among others.
